Gerard Willis - Biography

Gerard is the director of Enfocus Ltd, an Auckland-based consultancy specialising in research and analysis and the provision of thought leadership on existing and emerging resource issues.
 
Gerard has twenty years’ experience in policy processes relating, principally, to the environment and natural resource management sectors and is recognised as one of New Zealand’s leading environmental analysts. 

Prior to establishing a consulting career in 2000, Gerard spent 12 years in the public sector including four years as a Ministerial adviser to the Minister for the Environment.  During that time he was involved in several major policy processes including the Kyoto Protocol negotiations, the enactment of the Hazardous Substances and New Organisms Act, the first “review” of the Resource Management Act, development of Environment 2010 an environmental strategy for NZ, the development of the sustainable land management strategy and the establishment of the Biosecurity ministerial portfolio.
 
Since establishing Enfocus, Gerard has continued to work on regulatory and policy design. When not engaged in major policy development assignments, Gerard offers diverse range of policy services including expert evidence for Court proceedings, developing best practice guidance and training as well as presenting at professional fora. 
 
He is married with three children and lives in Mt Eden, Auckland.
